世纪三毒:山埃、稀土、国阵

【无主孤魂/周泽南专栏】中国民运份子艾未未等人日前被扣,不到一天砂拉越社运份子黄天成(Steven Ng)则被古晋机场海关拒绝入境。可以说马来西亚和中国大陆的人身自由和言论自由只有程度的差别而不具质的不同,唯一的例外是,黄天成是我私下认识的朋友,而不是被拒、被扣、被审、被查都不会引起马来西亚人民思变心切的“社运人士”。还有一个例外,你不能在中国大街道上唱“好一朵美丽的茉莉花”,在马来西亚基本上却没有这样的禁令,原因或许跟语言比较有关。
国阵越安全,人民越危险
西马半岛东南部是国阵票源的安全区,却是人民生存保障和健康素质的高度危险地。除了西海岸的巴生这个例外,国内的世纪四毒——分别是山埃、稀土、核子能,还有国阵政权;都高度集中在中马以东或以南的彭亨和柔佛,那是巫统头目的出生地,更是保守政权最坚固的票源堡垒区。
无法例外的是,东马两州更是国阵得以在308期间守住政权的大票仓,该地人民对执政党投以效忠的代价,却是水深(巴贡水坝以及其他拟建中的10座水坝计划),火热(砂州境内两百多宗原住民习俗地被剥夺的法律诉讼)。
如果改革必须看风向,传统括西南和东北季候风的我国,往后或许不得不把焦点转移到中央的东南边。
离开了具体的参与经验,对社会运动或政治改革的分析往往会丧失敏感度和决断力;这是不少新闻从业员,学者和政治分析评论者所常忽略的因素,例如,当安华离奇的疑性爱短片被有心人士利用来挤满所有媒体的新闻版面时,诸如关丹稀土工厂的公害问题,英国女人克莱尔(Clare Rewcastle Brown)因揭露砂首长财富而性命受威胁的新闻,以及黄天成续多为民运人士被砂政府拒绝入境等重大课题,通常会被挤到不起眼的角落,然后被更有消遣性的事件覆盖,这就是马拉西亚人对待历史的方式。
稀土公司祸延下代
1980年代,霹雳州红泥山甲板新村村民展开了波澜壮阔的反稀土辐射群众运动,官司一直打到90年代,笔者在该运动的末期因为加入槟城消费人协会,才有机会目睹反毒委员会领导村名长期抗战的风范。
2009年,如火如荼的彭亨州武吉公满反抗山埃运动开始步入法律诉讼和媒体封杀的关键期,笔者以国营电视台旗下中文节目《前线视窗》制作人的身份,派遣记者前往该新村进行专题报道,成功突破媒体封锁,和广大听阅人见面,过后NTV7的《追踪档案》也步该节目的后尘,报道了武吉公满山埃议题,关丹格宾(Gebeng)稀土危害和霹雳红泥山的稀土公害历史事件。相当遗憾的是,笔者对上述三个议题和运动都没直接涉及,而采取远望但间接促成其报道展的方式参与。
1970年代,日本亚洲稀土公司在霹雳州红泥山开设稀土提炼厂。浏览当年主流报章的剪报,不难发现当时担任副首相的安华,曾代表当时的政府保证辐射废料的埋毒地区符合安全规格,居民可以彻底安心。
今天发生了武吉公满的山埃和关丹的稀土危害威胁事件,说的是同样的官腔,只不过换了黄燕燕等丑角。可见历经了接近半个世纪,国阵从来都不曾从居民受害的历史中汲取任何教训。30多年后的今天,政府再度批准一个澳洲的厂商前来开设稀土提炼厂,让马来西亚沦为除中国以外近30年来全球第一个允许开设稀土提炼厂的国家。如果其中有什么特别的理由,恐怕就是马来西亚人和中国人的人命一样下贱,马来西亚的主流媒体和中国的主流一样容易,且迟早要被控制。
格宾居民被剥夺生存权
《独立新闻在线》专栏作者李健聪从全球对于稀有矿物需求的局势与国际企业的布局角度,写了一篇宏观视野的文章。并且透露目前大约有2500名工人正在关丹格宾赶工,以便尽快完成这座价值7亿元的提炼厂。根据估计,这座提炼厂每年将提炼3000公吨来自澳洲的稀土原料,并将生产价值50亿元的稀土,预料明年尾将可以开始出口,其出口将占我国经济生产总值的大约1%。
作者也引述关丹国会议员傅芝雅的说法,登嘉楼州政府考虑过安全问题及非政府组织的意见后,于2007年7月拒绝到该州兴建有关提炼厂。但是在 2007年8月24日,马来西亚工业发展局(MIDA)却在关丹的格宾工业区鉴定了建厂地点,结果于2008 年2月获得彭亨州环境局与原子能执照局的批准。Lynas在关丹的提炼厂将处理来自西澳韦尔德山(Mount Weld)矿场的稀土。该公司会把韦尔德山的矿砂运到西岸港口弗里曼特尔(Fremantle),再用20尺货柜以船运的方式运载到关丹港口,然后通过 陆运送到厂内进行提炼。
提炼后的成品将运往日本,剩下的残余物是石膏(Gypsum)、石膏副产品(Gypsum By-prodyct)以及铁磷石膏(Iron-Phosphor-Gypsum)。Lynas发言人表示该公司还在研究如何把带有辐射的镧系元素,开发成防护堤与分波器,在研发的这段期间,这些剩余物将被储存在一个8公尺高的储存槽里。
未获知环境影响风险
国营电视台TV2旗下的中文节目《前线视窗》曾经在2009年6月播出有关“世纪三毒”的专题纪录片,之前于2009年5月14日致函彭亨州环境局,要求对关丹稀土厂所提交的环境评估报告进行采访,后者直截了当的拒绝了制作队伍的访谈,也没有解释拒绝采访的原因,甚至拒绝为疑受影响的居民提供环境评估报告(EIA)。
马来西亚环境之友(Sahabat Alam Malaysia)职员Annuar在访谈中表示,环境局拒绝该非政府组织研究该报告的要求,只表示已经获得批准。实际上,笔者甚至质疑Lynas公司所呈交的环境评估报告是否存在?甚至是否涉嫌先批准工程,再提供报告的先斩后奏的滥权行为。不过可以肯定的是,该公司和理应捍卫公民居住环境权益的彭亨州环境局都剥夺了居民的知情权。
格宾当地居民预估,健康可能首当其冲的是居住在离格宾附近2公里的Balok Makmur花园的4000居民,以及距离格宾20公里的关丹市区月约50万人口。最近前往格宾进行拜访的朋友也透露,稀土工厂附近的工业区附近,是一片富饶的红树林。
《前线视窗》纪录片中更出现浅海渔民聚落,河口以及渔船停泊处的镜头。笔者估计集居在离格宾工业区大约5公里之遥的Kampung Balok渔村的渔民,预料将难逃因为河口和浅海海域水质受稀土肥料污染而产生的灾难性影响。
“关丹关心市民小组”的成员曾经透露,Lynas公司代表在和居民的对话中受询问时曾经表示,处理后的污水将会直接排放到Balok河,可是却没有交代河水可能遭受的污染程度,可以接受的污染指标,或者对河流和海域生态,渔民等可能产生的影响。
红树林是河口水源污染物质的天然过滤生态系统。可是如果稀土废料污水中的辐射成分过高,红树林不仅将无法操作其过滤污染的功能,其生长和生存本身就已经收到威胁。笔者更担心的是,如果污水处理不当,人数不详的浅海渔民或许将难逃生计受影响的厄运。而关丹或者更远地区的消费人,是否能鉴定吃进自己肠胃里的鱼虾等海产,体内是否累积了辐射性元素?
由当地居民发起和领导的组织,最近前往国会情愿并提出了他们的要求,反映了公民社会在接受资讯和捍卫居住权方面的优势,可是随着主流媒体迟早被逼消音的情势发展,这另外一场捍卫家园和生存权的运动,很快就必须面对消息被封杀的严峻考验。根据彭亨作为国阵安全区的惯例,除非行动委员会能够突破资讯封锁,让议题持续升温,以便对国阵的安全构成威胁,要不然最后受威胁的或许又是人民的安全和性命本身。

Malaysian MP says men have affairs as wives 'neglect' duty
KUALA LUMPUR - MALAYSIAN men have extramarital sex because of 'wives who neglect their responsibilities' to their husbands, a Malaysian lawmaker told Parliament on Thursday, outraging women's groups.
'Husbands driving home after work see things that are sexually arousing and go to their wives to ease their urges,' said independent lawmaker Ibrahim Ali, according to online portal Malaysiakini.
'But when they come home to their wives, they will say, 'wait, I'm cooking,' or 'wait, I'm getting ready to visit relatives',' Mr Ali said.
'In Islam, wives are supposed to stop everything to fulfill their husband's demands.' Mr Ali heads Perkasa, a right-wing Malay nationalist group seeking to protect ethnic Malay dominance in politics.
His strident comments came as he asked about plans by the government's religious development department to educate wives on their responsibilities.
Wives failing in their duties pushed men to go to 'private places to satisfy their urges", he said. -- AFP

KUALA LUMPUR, April 4 (Bernama) -- The Commission of Inquiry (CI) investigating the death of political aide Teoh Beng Hock was told Monday of the workload of Selangor Malaysian Anti-Corruption Commission (MACC) officers who had "to work 24 hours a day and investigating dozens of cases."
MACC deputy commissioner (operation) Datuk Mohd Shukri Abdull said the commission has so few staff handling too many complaints in the state.
"We lack staff. Selangor has the most number of investigations and the most number of arrests. The whole staff strength is being utilise during investigations and if that is not enough, we have to get reinforcement from other states.
"We only have 25 investigating officers in Selangor. An investigating officer should only be waiting for reports but they too have to get down to the field. Recording officers also need to get down to the field," he said.
He added that the MACC cannot be selective and that it had to investigate each complaints received, all of which should be reported on a monthly basis for audit purpose.
Mohd Shukri said the MACC was now recruiting new staff especially among the Chinese.
On the MACC performance, he said, in 2010 the MACC made 1,000 arrests with 400 having been charged and between 76 and 80 per cent had been sentenced.
He said it was a good achievement and that the commission also had expertise in specific fields such as accounting and banking.
Mohd Shukri also said that the MACC did not employ aggressive methods in their investigations but more towards interviewing and using "psychological approach."
"For witnesses who are cooperative, there won't be any problem. We ask them, they answer back. For the uncooperative ones, we carry out deeper interviews. A witness should answer every question although the answer may affect others.
"The question of forcing them does not arise. They must tell the truth," he said.
He said that witnesses who were found to be lying and giving information other than what had been gathered by MACC officers, would be interviewed further.
MACC officers would also showed them evidence that had been gathered, he said, adding that they would also emphasis on religious and family values and telling them the effect of corrupt practices to children.
"Corruption is different from murder. Normally a witness in a corruption case is related to the suspects, for instance the employer or partners. So we employ the psychological methods," he said.
Meanwhile, Mohd Shukri said only the police are able to take action about claims of MACC officers resorting to force, and that if it involved disciplinary problem, the MACC's internal committee would move in and take action.
He said police had never shared with the MACC the types of investigation against its officers.
On claims that two MACC officers had watched pornographic movie after interviewing Teoh, he said, the MACC had taken disciplinary action against them.
The inquiry resumes Tuesday.
