Green Packet eyes 2 WiMAX jobs abroad

GREEN Packet Bhd aims to secure two WiMAX (Worldwide Interoperability for Microwave Access) contracts in the Middle East and Taiwan before the end of next month.
Group managing director and chief executive officer Puan Chan Cheong, however, did not disclose the value of the contracts.
The company earlier this year was awarded a contract from PCCW, the largest communications service provider in Hong Kong.
Its WiMAX coverage, which now extends to 15 per cent of the country, is projected to hit 40 per cent by the end of 2009 with more than 250,000 subscribers expected.
To reach the target, Green Packet plans to have 700 sites by the end of this year from about 220 sites now.
“The first phase will be rolling out close to 600 sites. This is the US$72 million contract that we awarded to Alcatel-Lucent. We hope to award the second phase of another 400 sites before the end of this quarter,” he said.
Another 300 sites will be build next year, Puan said, adding that RM270 million will be spent for the first and second phases this year.
Last year, it spent RM170 million to roll out half of the first phase.
Meanwhile, Green Packet Bhd suffered a pre-tax loss
of RM57.759 million for the financial year ended December 31, 2008 compared to a pre-tax profit of RM30.992 million in the same period in 2007.

Under its “Converged Services” pillar it successfully launched its P1 WiMAX service in Malaysia in August 2008. It has also completed its restructuring of its products and solutions portfolio in line with its market focus on international and global service providers and chipset manufacturers.
GPB continues its international market development with the re-organisation of its Middle-East office in Bahrain, the opening of an office in Thailand and strengthening of its offices and teams in China, Taiwan, Singapore, Australia and the USA.
Puan Chan Cheong (CC Puan), Group Managing Director and Group CEO, commented, “Our capacity and infrastructure investments are on track and within budget. P1 WiMAX subscriptions will reach the significant milestone of registering 250,000 customers by the end of 2009 and the expansion of our related products and solutions business, both in Malaysia and internationally, will see combined revenues grow considerably during the course of 2009. We should see a return to profit between Q4 2009 and Q1 2010. And this is after taking into account any impact from the current financial environment.”
When commenting on its 2008 full year financial results which showed losses after minority interests (LATMI) of RM54.98 million on the back of revenue of RM88.43 million, CC Puan pointed out, “The results reflect our investment in future capacity and are largely in accordance to plan. On the domestic front, we are positioning the business to be a major provider of broadband services as the market matures from a PC: Broadband ratio of 5:1 to about 2:1. This will ultimately see P1 in Malaysia grow to be a billion+ ringgit business.”
“On the international front, our leadership in developing in-house value added services such as WLAN Convergence and customer-management (ARPU-enhancing) solutions as well as our related products such as WiMAX access points and repeaters will see substantial demand as other WiMAX operators begin to roll out their infrastructure across the world. As a global first-mover we are positioned to offer back to the global market the software, hardware and intellectual property we have had to develop for ourselves in order to so successfully roll out in Malaysia,” said CC Puan.
“To ensure we are in a position to deliver to theses opportunities, we have to invest now to maximise the long term returns” he added.
GPB share price is currently trading at a discount of 3.7% to its Net Assets of RM424.3 million or RM1.03 per share.
It has completed capital investments to date totaling RM170m and has budgeted additional capital investment of RM270m to complete Phases 1 and 2 of its WiMAX implementation plan. It currently has cash and facilities available of RM319m, seeing it in sound corporate standing for the year ahead.

夺取霹雳政权加剧人民愤怒 姑里：国阵下届大选会更惨

巫统元老、吉兰丹州话望生区国会议员东姑拉沙里认为，人民不会相信霹雳州倒戈的州议员是真心诚意为民服务，而这种不信任也不符合民主议会选举作为政府合法性基础的原则。
他认为，国阵强硬通过拉拢议员夺权，只会加剧人民的愤怒，致使国阵在来届大选输得更惨。为此，他再次呼吁国阵须作出改革，尤其是打击贪污问题，以赢回民心。
东姑拉沙里（Tengku Razaleigh Hamzah）曾在马哈迪执政初期出任贸易与工业部长及财政部长，在1987年巫统的惨烈党争中，他与马哈迪争夺主席职位，只以41张票败下阵，后来组织“46精神党”。东姑拉沙里在1996年解散“46精神党”后重返巫统。
东姑拉沙里今天发表文告，议论国阵成功拉拢了三名民联州议员支持，以组织霹雳州政府的政局。他在文告中表示完全误判了波达区州议员纳沙鲁丁的诚信，后者在十天内破纪录的两次跳槽可说是侮辱民众的智慧，也令人感到厌恶。

某些国阵领袖正在欢庆以议员跳槽方式而在霹雳州的“夺权”大计得逞了，某家主流报章甚至在头版版位刊登推测谁将成为新霹雳州务大臣的新闻，仿佛事情真的已成功了。
这全依赖三名霹雳州议员退出本身政党，成为独立议员后选择支持国阵，当然还有回巢国阵的波达区（Bota）州议员。
然而，在这不稳定的局势中，我们需保持一些警觉。
基于宪法、伦理及政治考量，我认为这样的“欢庆”是言之过早。
宪法考量
宪法及统治者在乱局中的角色，必须被尊重。议员跳槽或许能、也或许不能使现任霹雳州政府垮台，但我们之中的某些人的行为却像是以为他们已成功让国阵掌权。
议员跳槽毕竟不是执政的基础，选举才是。政府是在人民透过公平自由的选举表达了意愿后，才能组成。宪法已列明了组成政府所需的一套程序，而统治者则已宣誓维护及确保这套程序的进行。
在众多当选的议员中，统治者将委任他认为能获取大多数议员信任的某议员担任州务大臣。这是统治者的权力，虽然过后立法议会可以通过不信任投票否决统治者的选择。统治者和议员们扮演着互相制衡的角色。
目前，霹雳州务大臣已寻求苏丹御准解散州议会，目前决定权在苏丹手中。若州议会最终并没有被解散，莫哈末尼查将续任州务大臣，直至他自行辞职或被议会的不信任投票拉下台。显然，在宪法之下，区区新闻发布会或报章头条并无法撤换州务大臣的人选。
伦理和政治因素
伦理和政治是同步影响事件进展的，因为丧失伦理正是政治问题的核心。巫统正面对危机，无论是作为一个政党或执政党，我们最大的挑战就是全方位地打击贪污问题。在这个课题上，民众鄙视我们的处理方式。除非我们执行彻底的改革并有所成效，否则来届大选我们在政治上就完了。
我们目前看起来透过接纳低素质的人过来，以达到夺权目的，但正如一名评论员所说的，我们需避免这样的情况。
两名跳槽过来的州议员仍面对贪污罪名的提控。我对波达区州议员的诚信也完全误判了，他在十天内破纪录的两次跳槽可说是侮辱民众的智慧，也令人感到厌恶。那是完全滥用民众的信任以达到个人利益，并让人民更厌恶巫统。
这一连串的跳槽事件，牵涉秘密失踪、突然回巢以及难以令人信服的说词，明显有不合法的迹象。无论真相为何，我们可不是笨蛋。人民不会相信跳槽是真心诚意的。人民的不信任将影响新政府的组成。
选举是唯一作为一个民主政府的合法基础。
我们需面对选举
若苏丹不御准解散议会的请求，并让国阵组成新政府，将使广大人民感到愤怒。我们不通过选举而组成政府之举，将扩大人民的敌意，而人民的选票是我们急需赢回来的。来届大选，人民将在州及国家选举拒绝我们，而不仅是霹雳州而已。
民主制度下的竞争并不是为了生存，而是为了服务人民。国阵必须作出改革，那必须是一个尽快聚焦的长期过程。我们不需要短暂而不稳定的胜利使我们分心，我们的任务是升华自己本身并在来届大选公平地争取胜利。这是国阵唯一赢回民心的适当方式。

烟花，爆竹响不停
害得我不能睡觉
另外也发现
警察叔叔今晚很勤劳
短短的十分钟内
来了两辆巡逻车
应该是为了人民的安全
才出来巡逻吧。。。
